2004 – 2012: Sanitary Engineer
oPerformed oversight of drinking water treatment and distribution facilities from the perspective of regulatory compliance. Drinking water-related statutes are from the Corporations Code, Education Code, Food and Agricultural Code, Government Code, Health and Safety Code, Public Resources Code, and Water Code. Regulations are from Title 17 and Title 22 of the California Code of Regulations.
oReviewed and facilitated district State Revolving Fund applications. Process includes technical analysis of alternative solutions in terms of constructability, maintainability and operational requirements.  

California Department of Transportation (Caltrans), San Diego, CA
2000 - 2004: Transportation Engineer
o Coordinator of Cooperative Agreements, Mutual Agreements and Memorandums of Understanding. Over two years immersed in the legal world of heavy civil projects.
oConstruction Inspector: Projects included rehabilitation and new construction of roadways, highways and viaducts ranging from $200,000 to $750 million.
oDesign Engineer: Provided technical writing expertise and review of design work.

oExperience in contingency engineering; emergency operations command and control.
​o Project Officer: prepared Plans Specs and Estimates, requests for proposals, awards, and contracts for air base facilities and repairs.
oOfficer in Charge of survey/design team in support of Operation Iraqi Freedom (Kuwait) . 
oProject Engineer/Project Manager: roadway design, wastewater treatment facility, flood mitigation and “tent city” development.  
oRisk Management coordinator. This included project risk as well as operating in hostile environment.

Recently I realized the greatest thing I can do with my career is to focus my talents on people and organizations that are in need of legal help; without the cost prohibitive legal bills. After working for and with state and federal government organizations for nearly 20 years, I have found that advocating for citizens is far more rewarding than participating in the bureaucracy. 

My expertise and personal abilities are well adapted to managing risk, strategic planning, and if the need arises, negotiating the system that is sometimes foreboding.
